No, the Octatrack does not have that ability. In fact, no device has that ability, there's no such MIDI message.

I don't agree with any of this. Try it for yourself. I tried on my Sub Phatty, the pitch and volume is positive only, the filter input responds to negative CV as well. That and Amos said so in a thread in the Phatty section. Tidda You can add +2.5V of offset to the LFO signal using the CP-251 mixer...

The setting is hidden in the prefs sub screen, not in the main GUI.
Anyway, checked what happens when changing the setting, it is a sysex stream:
F0 04 06 23 18 00 xx 00 F7 with xx from 0 to 127, default 32 i guess.

The LSB is supposed to look that way. Think of it as a 2 digit number, the left digit being the most significant digit because when it is increased the value of the number is increased by 10 instead of only 1 when the right (least significant) digit is increased. Indeed, in that case you would not want to use those buttons on the Slim Phatties. But wouldn't saving the setting of those buttons on the Slim(s) be sort of fooling with them? I don't have a MP-201 so I wouldn't really know, but it doesn't seem very moog-like to make this stuff incompatible with each other.

If one of the pedal inputs on a fooger has a TS in it, it shorts out the voltage on all rings of the other pedal inputs as well.
So if you're using a TS cable between the MP-201 and the fooger, the EP-2 won't work.
Using a TRS cable should do the trick.
